I voted postponed. I'd be surprised if this is allowed to go ahead. Too many people have their fingers in the dyke, and Sheila can't just come in with a sledgehammer and expect them to put up with it.

Went with 21 -33% impaired due to regional variations smoothing the national average. Not everywhere is NV, CA.
