The state saw total personal income increase .2 percent in the first quarter, compared to the last three months of 2008.
National average fell .5 percent in first quarter.
Total personal income in the state was $143 billion. Personal income measures the total amount of money received by all people in the state. That income includes regular wages, rental property receipts and unemployment payments and retiree benefits.

I'm amazed how many people I know who have made W4 changes for the upcoming tax cycle. I'm not sure if they are planning for future tax cuts or are challenging TPTB (Does it have a glossary term yet?) to come after what little they have remaining.

Count me as one who changed my withholding for state taxes. For a few years I ended up getting a refund from NYS. Not wanting to run the risk of getting an IOU from NYS next year I changed my withholding.
